The chicks are getting big, and very frequently, they get into a tug-of-war contest with mom when she brings back a mouse. Sometimes she gets it back for rationing and sometimes the chick will keep possession and cower over the mouse in typical raptor fashion. When this happens, mom will leave as if to say "OK, it's all yours."
